Kathy Still is a seasoned former state government executive, having served the people of Wisconsin during two gubernatorial administrations, primarily in leading external and intergovernmental relations for the Wisconsin Department of Veterans Affairs for nearly 10 years. With 24 years of combined military service in the Army Reserve and National Guard, she dedicated a number of years on active duty helping develop the Army’s community-based Warrior Transition Program, commanding two such units in the Midwest and on the East Coast.
Lessons learned about the military’s disability processing system during these assignments led Kathy to the University of Wisconsin Law School, from which she graduated in December 2012. She resides in Madison with her husband, Tom.
Keith Lang is Vice President of the Veteran’s Community Action Network of South-Central Wisconsin. He retired from the U.S. Army Reserve at the rank of Lieutenant Colonel after having served for 36 years in a variety of units. His last assignment was Command of the 467th Combat Stress Control Detachment headquartered in Madison. He is a graduate of the Army Command and General Staff College, a Gulf War Veteran and life member of VFW Post 7591. Keith earned a bachelor’s degree in Psychology from Wisconsin State University-Whitewater and a Master’s Degree in Social Work from Florida State University.
His professional career includes serving as senior staff to a number of state councils including the Mental Health Council and the State Council on Alcohol and Other Drug Abuse. Professional accomplishments also include serving as an Executive Director with Lutheran Social Services following his state career. He co-authored numerous grant application to the Substance Abuse and Mental Health Administration and the Federal Emergency Management Agency. From 2011 until 2016 he served as President of the Wisconsin Voluntary Organizations Active in Disaster, a coalition of not- for- profit organizations and was active in disaster recovery efforts following federal disaster declarations in Wisconsin.
JD Engelhardt, a Veteran of Operation Iraqi Freedom, got his undergraduate degree from Augustana College after his time in the military. Since he moved to Madison, WI, he has been an active member of the VetsCAN and Veteran communities. JD is critical in helping find new partners and outreach to more veteran organizations and communities. JD is always eager to meet and learn how to improve the veteran community.
Will Funmaker is a member of the Ho-Chunk Nation, the Director of the Great Lakes Inter-Tribal Epidemiology Center, and the Executive Director of the Great Lakes Area Tribal Health Board. With extensive experience in health care and public health, he has dedicated his career to advancing tribal health initiatives and strengthening epidemiological efforts in Native communities. His leadership focuses on improving health outcomes, advocating for tribal sovereignty in health care, and fostering collaborations across tribal, state, and federal agencies.
Before his work in tribal public health, Will served for five years as a Navy hospital corpsman, where he gained valuable experience in medical care, emergency response, and military health operations. Building on his military background, he pursued higher education, earning an MBA in management, a bachelor’s degree in applied leadership in nonprofit management, and an associate’s degree in medical laboratory technology. His combined experience in health care, leadership, and public health has shaped his approach to veteran health care, advancing tribal health initiatives, and advocating for Indigenous communities’ well-being.

A proud U.S. Army Special Forces veteran and former Army Ranger, he brings a mission-focused mindset and a results-driven approach to helping individuals unlock their full potential.
